Our JROTC program syllabus is a progressive four-year curriculum designed to build capable, confident leaders. Each year, known as a Leadership Education and Training (LET) level, builds on the last, guiding cadets from foundational skills to advanced management. In LET 1, they learn basic drill, customs, and citizenship. LET 2 focuses on communication and teamwork, while LET 3 challenges them with project management and real leadership roles. Finally, LET 4 prepares senior cadets to take charge, applying everything they've learned to manage the entire program and mentor others. This comprehensive, hands-on approach ensures every cadet gains valuable skills for success, both in and out of uniform.

Wearing the JROTC uniform is a cornerstone of our program, instilling pride, patriotism, and responsibility in our cadets. All cadets are required to wear the Army Service Uniform on designated days, maintaining a neat, well-groomed appearance. This uniform is provided at no cost, but it is the cadet's responsibility to properly maintain, clean, and account for all issued items throughout the year. Failure to adhere to the uniform policy, including unexcused absences on uniform days, will result in a zero grade for the day. Furthermore, all uniform items must be returned clean at the end of the school year. Failure to return government property can result in fees and even the garnishment of wages, so it's essential that cadets and families work together to uphold these important standards.

Earn Your JROTC Varsity Letter

The Palatka JROTC Varsity Letter is a prestigious award that recognizes the hard work and dedication of our top cadets. To earn this honor, you must be a leader in every sense—on the field, in the classroom, and in our community. The eligibility criteria are tough, requiring cadets to complete two seasons on a competitive team (Raider, Air Rifle, Drill, or Archery), participate in at least five competitions, and attend 90% of all practices. In addition, you must maintain a 3.0 GPA in JROTC and a 2.0 overall GPA, have a clean disciplinary record with no out-of-school suspensions, and complete at least 10 hours of community service. Perfect uniform wear is also a must. This rigorous standard ensures that only "the best of the best" are awarded the varsity letter, a true symbol of excellence in the Panther Battalion.

The DD Form 3203 is the JROTC Student Code of Conduct and Parent/Guardian Consent Form. It's a key document that ensures both the cadet and their parent or guardian understand and agree to the expectations of the JROTC program. By signing this form, everyone acknowledges:

  • That JROTC participation is voluntary.

  • The code of conduct that cadets must follow.

  • That the program involves physical activities.

  • Consent for the use of the cadet's image for JROTC publicity.

This form is the official agreement that sets the standards and responsibilities for all cadets in the program.

Statement of Charges – Cadet Accountability

The Statement of Charges form is used if a Cadet loses or damages uniform items or equipment issued by the JROTC program. These items are purchased by the U.S. Army and funded with taxpayer dollars.

The form explains what was lost, the replacement cost, and the Cadet’s responsibility to reimburse the program. This process helps teach Cadets the importance of responsibility, accountability, and respect for government property, while ensuring the program remains fully supported for all students.
